I am not sure if you are asking a time or a season for cats but I can give either a shot.
Blue cats are almost always feeding on something. If you can figure where the most abundant food source you can usually find them. I prefer fishing for them in winter when they tend to bunch up. Tossing 1/2 pound cuts of shad prevents blue cats under 30 pounds from bothering your baits and you have a better chance at a trophy blue.
Channel cats are primarily warmwater fish but will feed throughout winter, especially during periods of mild weather. Although smaller cats are scavengers and eat all types of baits, savvy catmen know that bigger cats prefer meat like cut fish or live baits.
Flathead cats are dormant in water below 45 degrees. These big cats are also picky eaters preferring live bait about 98% of the time. They are also much more nocturnal than the other cats.
Flathead are not as numerous as the other species in any given amount of water.
As predators they spread over wide territories with the most dominant fish getting the best habitat and feeding areas.
Any goatropers attempting to noodle my flathead might get drowned or at least a broken arm
