Game proof fences are quite high and expensive to build. Enclosing a large area would be very expensive, hence the animal being hunted probably has little if any chance to escape. This is not fair chase, and I do not consider taking an animal under such conditions to be hunting. It is legal and I feel ethical if the animal is not wasted. If the person killing the animal wants to mount the head or rack I have no problem with that, he paied his money he can do what he wants with it. Regular fencing usually 4-5 feet high is no impediment to the movment of deer or elk and taking an animal in those conditions is fair chase and in my opinion is hunting.
