Long Range Gun

In your opinion what is the best gun and scope for long range shooting? I'm talking groundhogs, prairie dogs, or paper at 500+yds.

My long range target rifle for 1,000 yard prone shooting. Remington 40X action and stock, Hart 30" barrel 1:8 twist, 6.5 Creedmore chambering. RPA Tracker rear sight, Sinclair adjustable front sight base with Centra front sight. When I shoot F-Class I use a Weaver 6X20 Grand Slam with fine cross hair and 1/8 MOA dot. I wouldn't waste the barrel on varments but it would group at about 2.5 to 3" at 500 yds. A 140 grain bullet would vaporize a p-dog at that range.
